Once again, people rolled up their sleeves and worked to beautify their neighborhoods, parks, and school by cleaning up litter. </p><p>Every year the Anti-Litter Committee selects Clean Sweep Volunteer of the Year Awards in three categories: individual, business, and group. It's a tough decision every year. The Committee looks through the clean-ups that were recorded via the online reporting form to see how much various people picked up. Many clean-up projects are not recorded online or reported to us, and therefore could not be considered for an award (sorry!). Members of the Litter Committee do not qualify, nor do Adopt-a-Street participants (because this is for Clean Sweep). Indian Well Road is particularly problematic after hot summer weekends when the state parks is busy. Beard Sawmill Road under Route 8 is a location the City was already focusing on. And the north end of Canal Street is scheduled for a cleanup this summer by the "Shelton Clean Up Project" group. </div><div><br /></div><div>Four of the Top Ten locations are on state properties (Indian Well Road, Beard-Sawmill under Route 8, Bridgeport Ave, and the Route 8 ramps), which will be more difficult to address. The City of Shelton cannot implement its Adopt-a-Street Program on State of Connecticut property, and the State has limited staff for cleaning up highways. The State does have its own Adopt-a-Highway Program, but the Anti-Litter Committee reviewed the program over ten years ago and found it to be too onerous to recommend. As always, bags and gloves will be supplied. Each year we offer a free iron-on patch to participants, which features a red fox for 2022. The patches are especially popular with Scouting groups. The DontTrashShelton.org website will be updated soon with more information, but you can register a cleanup now using this <a href="https://forms.gle/jUJ633PkaGnJhrtZA">form</a>. </p>Shelton's Clean Sweep program was effectively sidelined for the last two years due to the pandemic, but things are gearing back up for 2022. Although we did run Clean Sweep both years, participation was very low. Connecticut was shut down in April of 2020, cancelling all the scheduled clean-ups, and in early 2021 many Scouting groups were still hesitant to commit to events. Bad weather cancelled the few that were scheduled. We're hoping that 2022 the year Shelton Clean Sweep gets back in gear.<p></p><p><b>New members needed! </b>The Anti-Litter Committee has not met since early 2020 and during that time lost a few members. We bid farewell to long-time member Ron Pilkowicz, who moved away, and Sheri Dutkanicz, who has work scheduling conflicts. They will be missed. Monthly meetings are expected to resume after the Omicron surge abates, but the Committee is in need of new members. Active members now include Gil Pastore (Chair), David Edgeworth, Joe Welsh, and Teresa Gallagher. If you would like to join the Litter Committee, please send an email to conservation@cityofshelton.org. Meetings are held the 4th Wednesday of the month at 7:00 pm in City Hall. </p><p><b>Join a public cleanup: </b>During the pandemic, a new Facebook Group formed called <a href="https://www.facebook.com/groups/217971489827877">Shelton Clean Up Project</a>. The group has organized a number of clean-up events open to the general public. The group is not affiliated with the City of Shelton, although we do support their efforts by supplying bags and gloves as needed and hauling away the accumulated trash. Hundreds of people participated in Shelton's annual Clean Sweep event last April by removing litter from their neighborhood streets, parks, and waterways. All participants were eligible for free custom iron-on patches, which featured the Hope Lake dam in 2018, as well as certificates of appreciation signed by the Mayor. </div>

<b><br /></b>Lisa Sutton has been picking up litter around Shelton for years. One of the places she often cleans up is the Gristmill Trail area on Mill Street along the Far Mill River. The two parking areas and the fishing area around the dam are often a mess and she cleans that up. She's also picked up litter from other trailhead parking areas like the one at Eklund Garden at Shelton Lakes, from church parking lots, and from roadsides. One of Ms Sutton's pet peeves are cigarette butts, which contain plastic and are not biodegradable. </div>

Troop 28 has a tradition of removing large piles of debris from Shelton's Public Open Space, and they did it again in 2018. They chose a location near the Shelton Lakes Community Garden and hiking trails where abandoned junk was scattered along an area filled with thorny brush. The debris included four tires and rims, a hot water tank, a large metal desk, an old toilet, a mattress, aluminum siding, two lawn mowers, two 55-gallon drums, 6 large bags of smaller items, and other debris. Plot holders at the nearby community garden were especially happy to see the junk removed from the woods. </div>

The Anti-Litter Committee announces it's first annual fall clean-up to be held at Riverview Park on Saturday, September 30 from 8:30 - 10:30 am. Meet at the playground on the north end of the park, located near the intersection of CT 110 (Howe Ave) and Wheeler Street. This cleanup is open to all, no registration required. While the Parks Department does pick up the manicured areas you can see from Howe Avenue, there is a wooded slope going down to the river with a walking path called <a href="http://www.sheltonconservation.org/recreation/maps/Bluff%20Walk%20pdf.PDF">"The Bluff Walk"</a> that was built over 100 years ago. Litter tends to blow in from Rt 110 down the hill and collect along the slope. The trail is about half a mile long.<br />

There was an impressive old wrestling platform in the open space off of Pine Tree Hill and Beech Tree Hill Road, covered in vines and vegetation, and resting on a mountain of stacked tires. It was on our wishlist for cleanup for several years before Chris Vickers rose to the challenge. In addition to being unsightly during winter months, the tires were breeding grounds for mosquitoes.<br />

On November 12, 2015, Shelton's Board of Aldermen adopted an amendment to the City Ordinances which expands the definition of litter to include advertising materials. Litter now specifically includes telephone books, books, and advertising materials. Previously it was a more of a gray area in the ordinance, open to interpretation. </div>

Pearmain Road is one of the White Hill's more interesting streets, linking Birdseye Road to Saw Mill City Road. Traveling west from Birdseye Road, Pearmain is a narrow, paved street lined with farmland and homes. But the pavement ends, and that's where the trouble begins. A few hundred yards of easily-traveled dirt road leads to a Iroquois Gas Pipeline facility and a turn-around of sorts (<a href="https://www.google.com/maps/place/Pearmain+Rd,+Shelton,+CT+06484/@41.324819,-73.1584361,3251m/data=!3m1!1e3!4m2!3m1!1s0x89e7e1bc289494c1:0xfda3dc395de09372?hl=en">see location on Google Maps</a>). Past that point, the road is in such poor shape that it's become a challenge course for young people with 4WD trucks and a popular route for ATVs (note: the trucks are legal on this road, but the ATVs are not). </div>

A <a href="https://youtu.be/sX-gMUbPqz0">video from 2006</a> was taken by the new conservation agent after receiving a complaint about a pile of tires where the gas pipeline crosses Pearmain Road. The location can be reached by hiking south from the Land Trust's Nicholdale Farm property off of Rt 110 (location of a Scout camp).<br />

The area was then cleaned up, and Iroquois installed a heavy gate across Pearmain Road where the pavement ends. Sadly, the heavy chain locking the gate was cut, repeatedly. Everyone finally just gave up trying to keep it locked and the dumping continued.<br />

The issue came to the forefront again in the fall of 2014 while the Trails Committee was building an official connector trail from the Land Trust's Scout camp out to Pearmain Road. The new trailhead came out onto Pearmain Road only a few feet from piles of trash. Committee members took apart an old picnic table that had been dumped and used the lumber for a trail bridge. Most concerning were the campfire remains found directly over the gas pipeline. Kids were playing with fire right on top of a huge natural gas line! This lent a sense of urgency to the issue.<br />

After conferring with various city departments, the Conservation Agent researched better ways to lock the existing gate and installed security cameras. Some chains appear to be much stronger than others. Justino's Landscaping then rose to the challenge, hauling out a mountain of trash. The Police Department reviewed the area and now makes a point to check the gate routinely: If the gate is suddenly found open on a Saturday night, there is probably a party going on. </div>

<span style="text-align: left;">After the trash was hauled out, there was still a lot of unsightly landscaping debris that had been dumped, including many large, rotting logs. The Police noted that the logs were an invitation for kids who wanted to start a fire, and recommended the wood be removed. Highways & Bridges then sent in a crew to remove the landscaping debris, finishing up by spreading woodchips. </span>

The road is still technically open to registered vehicles. Although they can't pass through the gate, it's legal to drive in from Saw Mill City Road if you have a truck capable of handling the rough road. The point of the gate was to stop people coming in the easy way with loads of debris they want to dump as well as teenagers driving in by car to attend a party. The gate seems to be accomplishing that so far.<br />

Shelton Clean Sweep was another great success this year. Many thanks to everyone involved! We had 45 clean-up events registered online, and there are always many other cleanups that no one tells us about (perhaps the majority). The total <i>reported</i> cleanups involved 275 people who removed 250 large bags of litter as well as many other large items like old swing sets, tires, and even an old car. This does not include the Housatonic River Cleanup, in which maybe 100 people filled up a couple of large dumpsters. </div>

The biggest single cleanup is always the <a href="http://www.housatonicrivercleanup.org/">Housatonic River Cleanup</a>, which stages at Sunnyside Boat Launch. This year was no exception, even though the group had to contend with some rowing races being held on the river at the same time as the cleanup. The debris was even sorted for better disposal. This year we saw a big uptick in the number of High School students seeking to work independently picking up litter to earn Community Service hours. Shelton High requires ten hours per year, and the deadline is May 1. We have a <a href="http://donttrashshelton.org/community_service_hours__high_sc.html">webpage that explains exactly how to earn hours</a> by picking up litter. In order to receive credit, students need to carefully document exactly when, where, and how much they cleaned up, and also submit photos. Students can also earn their hours by helping out with the Housatonic River Cleanup, but some students prefer to work independently in their own neighborhood, sometimes for the best scheduling flexibility.<br />

We seem to have a drop in the number of Scouts participating and would like to know why that is. It does seem harder to get word out to all the Scouting groups in advance. And we no longer hold the recognition event where certificates are handed out with the Mayor. Is that a factor? We miss all those Scouting photos. But we did get some photos from others. <span style="text-align: left;">Not all litter is intentional. "Inadvertent litter" can make up a substantial percentage of roadway litter. For example, trash that's not secure can spill over roadways, although there seems to be a lot less of that source since Shelton switched to new garbage cans. One very common source of inadvertent litter is unsecured loads. Most people have had the experience of a piece of paper or a bag unexpectedly blowing out of their car after the windows are rolled down. </span>

Most people have also been behind a commercial vehicle from which waste materials were flying out and landing all over the road. I have seen this repeatedly along Bridgeport Avenue, with each truck turning to get on Route 8, where I assume even more litter was created. These loads were not properly secured. The photo above shows a load of baled cardboard on an open flatbed coming out of Walmart. Pieces of the cardboard were blowing around and breaking off in the wind, which is predictable. This type of load should be carried in an enclosed container. It may be cheaper for the businesses involved to transport in this open top flatbed, but taxpayers are then stuck paying for state workers to pick up the litter. </div>

The photo below is another common scenario: a roll-off container with an open top from which materials can blow out. Sometimes there is a tarp over the top, but the wind easily gets under the top unless it's very tightly secured with no air gaps and pulls light materials out onto the street. Again, taxpayers foot the bill for picking up the garbage on this state highway. </div>

More concerning are scattered biowastes that have been found spilled along Bridgeport Ave, and well as medical records that should be private.<br />

Businesses are responsible for ensure their wastes are being handled properly by contractors, and not just hiring the lowest bidder. Ask to see the truck before it leaves the premises...does it look secure? Waste haulers are responsible for complying with state law and securing their loads. And the state and local police are responsible for stopping and ticketing drivers when loads have not been secured.<br />

The 2015 patch reminds us all that litter isn't only unsightly; it can be harmful to wildlife. In some cases, it's pretty obvious. Animals can become entangled in fishing line, balloon ribbons, or six-pack rings. They may also confuse latex balloons or pieces of plastic for food, and die from digestive obstruction. Plastic tends to wash downstream to Long Island Sound and ultimately the Atlantic Ocean, where it can be stuck in currents for years as it breaks down into smaller particles that may be eaten by fish.<br />
<br />
Less obvious is how litter harms wildlife when it's in the form of food. The Split Rock Turkey should be living in the forest instead of strolling about a dangerous intersection, but she has learned to associate people and cars with food. Undoubtedly, people are throwing out scraps for her. It might be well intentioned, deliberate feeding, or she may just be finding litter that has food scraps. Most likely it's a combination. <span style="text-align: left;">Residents responded to the challenge and hauled a mountain of trash from Far Mill River Park. The humidity was about 150%. We picked up ~20 large bags of trash, a big plastic piece of lattice, a couple of coolers, tarps, big plastic toys, a child's swing, grill parts, a swimming noodle, tires, four heavy duty metal supports, a chair, and more. We also hauled a plastic garbage can out of the river. The Far Mill River Association said they had installed a can at the entryway and it had gone missing, so that would probably be it. We also spent a lot of time repairing the trail that some bikers were messing with. </span><br />

<span style="text-align: left;">Keep in mind that just two weeks ago, 13 large bags of trash were hauled out of there, as well as a lot of other large items. </span><br />

<span style="text-align: left;">We need official, heavy-duty garbage cans there, routinely serviced by paid staff, and chained to something so they don't get thrown in the river. There should a garbage can at the entryway, and a garbage can down by the swimming hole during peak summer months. Yes, people should be mature enough to haul the trash back to their cars, but they don't. Many people who are littering are willing to use a garbage can if one would be supplied. So let's do that. The Town of Stratford owns the park but isn't really impacted -- out of sight, out of mind. Stratford residents don't care about it and neither do Stratford's leaders (apparently). Leaders for the City of Shelton don't want to use Shelton tax dollars to maintain a Stratford Park, which is a legitimate argument, but does nothing to help resolve a situation that is primarily impacting Shelton residents and which is occurring in Shelton. Note that the trailhead is located directly across the street from the Shelton Transfer Station (behind #865 River Road - formerly ASO Sports). </span><br />

<span style="text-align: left;">Park users, some of them at least, do try to put their garbage where they think it belongs. A lot of people coming here are from urban areas (New York, New Haven and Bridgeport). They are accustomed to urban parks with park staff and garbage cans. They are apparently not familiar with the concept of "unimproved" conservation lands and carry in-carry out ethics. So they look for a trash can. If one isn't around, they figure the park staff made a mistake or something, and start filling up any bag they happen to have with them. Other people add to the bags, stuffing them so full the bag cannot be carried. In the photo above, the very heavy bag being hauled out by a volunteer required a heavy-duty net to keep it from falling apart. It was overfull because park users were trying to dispose of their trash properly. </span><br />

In addition to picking up litter, one of the trails needed serious repair after some kids dug it up to build jumps. That took several hours of heavy, dirty work. But the trail was completely repaired.<br />

Far Mill River Park is owned by Stratford, but public access and much of the park is located within Shelton. The place is very, very scenic and every summer it is mobbed by people who drive from as far away as New York to cool down. Sadly, mountains of litter are left behind, and Shelton residents get stuck picking it up. Many hands make light work, however. Now that the summer hoards are gone, it is time to clean up the area for the enjoyment of all. <br />
<br />
The "Swimming Hole" is part of Shelton's heritage, starting with the earliest Shelton mills, the ruins of which are scattered across the park. About 100 years ago, a trolley line was constructed from Bridgeport to an amusement park called Pine Rock Park that was built above the river. The amusement park was short-lived and was soon developed into summer cottages that took advantage of the nearby falls. Summer homes were converted to year-round dwellings over time. Through it all, the Swimming Hole has been a major scenic attraction. Let's keep it that way. We had a lot of hot weather after that, so we can all assume the park needs a good clean-up once again.<br />

Every year we award hundreds of Certificates of Appreciation and custom iron-on patches to people who have helped out with Clean Sweep. Most of these are requested for Scouts. We then choose a "Volunteer of the Year" for three different categories: Business, Civic Group, and Individual. We exclude Adopt-a-Street participants since they already have a street sign with their name on it.<br />

Year after year, Boy Scout Troop 28 is one of our extreme overachievers when it comes to Clean Sweep projects. This year, it was not enough to pick up litter from one location, so they chose four. They have hauled enormous piles of garbage out of the woods every spring
since 2008, the first year of Shelton Clean Sweep. There were the
"Volunteer of the Year" for the group category for three out of four

Here's the patch design for Shelton Clean Sweep 2014. Each year we have a custom design and give the patches out (free!) to people who have picked up litter. Scouts in particular like the iron-on patches. Often the patches are attached to certificates of appreciation signed by the Mayor. It's all done by request via the <a href="http://donttrashshelton.org/">DontTrashShelton.org</a> website, since some people prefer patches but no certificates, others prefer certificates but no patches, and some don't want anything.<br />

The custom patch series began in 2010, and this is our 5th design. We order 500 patches, and have very few left over after the event. <span style="text-align: left;">Chronic vandalism plagues some of the trailheads in Shelton, so the Conservation Commission has responded by investing in cameras designed to take pictures of wild game, but which can be placed where there is no electricity. The cameras can be moved about where most needed. Eklund Garden, located near Hope Lake on Oak Valley Road, has been plagued with vandalism for years, so cameras were installed recently. </span></div>

Over the course of about two weeks, the Conservation Agent inspected the parking lot every day or two, picking up all litter, which can be seen in the top photo. The camera memory cards were then pulled out of the cameras and the photos reviewed. It was discovered that the parking lot was being used as a frequent party location for a group of young adults, with the largest gatherings coinciding with litter collection shortly thereafter. </div>

During the largest of the gatherings, someone can be seen putting down a plastic bag and then pulling out a six-pack of Corona beer. The litter picked up after this gathering includes the black plastic bag left on the rock (visible in all subsequent pictures until picked up by the Conservation Agent), the empty cardboard Corona carton, 5 Corona beer bottles, and several Corona beer bottle caps, along with a load of other litter. The information is being forwarded to the Police for enforcement. </div>

Clean Sweep volunteers, including 140 Scouts and their families, turned up in droves to receive their certificates and custom patches at the annual Clean Sweep Recognition Event on June 12. Attendance was higher than expected and the auditorium was packed. Mayor Lauretti noted in his opening remarks that the event may be moved to a larger venue in the future to accommodate the growing number of participants. </div>

Nearly 400 certificates with patches and seven special awards are all ready to be handed out this evening at the annual Clean Sweep Recognition event at City Hall at 7:00 pm. There's one box of Girl Scout certificates, one box of Cub Scout certificates, and the third box is Boy Scouts and assorted non-Scouts. The patches are custom, and the Mayor signs each and every certificate. </div>

When everyone checks in, they get a raffle ticket for a door prize. They can then proceed on to the auditorium and check out the door prizes, which are given out at the end of the event. If your number is called, you go on up to the table and pick whatever you want. </div>

This year we have assorted candy, 3 baseball caps (Yankees, Red Sox, and Rec Path), a DVD of the Hobbit, a colored clay art set, a portable speaker for gadgets like iPods, several super bouncy balls, colored bubbles, and there will be a few more items added later on. </div>
